My Farmboy Luke has an EPM on the saber hilt and the COO is Hong Kong. Does this mean he was just fitted with a Taiwan saber?

Yes it is a Taiwan lightsaber - it would have come with a Taiwan coo Luke . It was most likely switched out at some point but it's still a great saber to have
