33 > 61 < 49 3+3 = 6 6+1 = 7 difference 3 +/-
24 > ?? < 98 so 2+4 = 6 which is 2 down (-) from 8 2 up from 9 is 11. 4+7 is 11

Like that one AJ....i had worked out the -3 bit earlier, but didn't get any further.

adding digits together you get
3 > 9 < 12
6 > 9 < 15
6 > 7 < 13

swap > for +, < for =
6 + ?? = 17
