I'm aware of Lili Ledy figures been produced with either Glossy or Matt Black paint but I've never seen a Kenner figure before.
Below are several comparison photos showing 2 Taiwan COO AT-ST Drivers with the Glossy/Matt black paint op's? Has anyone spotted this before?

A lot of figures are kike this with in the same family, an obvious example for me is Luke Bespib COO 1 can be found with glossy or matte black paint.
