There are definitely parts from both the Takara R2 and the Rascal Robot.
The legs are an almost exact match to the Takara R2s and the dome and inner detail as well as the feet that make it walk are a match for the Rascal Robot. I'm not sure what the body could be from though.

A-HA! It was you! I knew I saw an image like that somewhere on here before.
I'm thinking it's a hodge-podge of a few lines. It's definitely a Takara R2 legs, walking mechanism and wind up thingie. But the dome looks to be from either the Playmobil line or the Rascal Robots. It's really cool whatever it is! If you picked it up, you'll have to let us know some more details!
