I'm new to the forum and would like some advice regarding this LL Boba Fett I'm in the process of acquiring.

Firstly, does everything seem okay with rocket?

I can't see any of the blue residue or distress on the rocket mouth but some marks on the rocket itself assumable due to play use.

Should it not have a black blaster?

Also what would be the going rate for a such a piece - wouldn't want to overpay.

I might be seeing things but that's not a ledy fett I don't think. The figure is the light blue trilogo fett, ledy fetts are made from darker blue plastic. Trilogo fetts are notorious for loose rockets though usually you can't slip them out very easy but I have seen some you could.

Welcome Glen.  The rocket shows clear signs of being forced out ( plier marks)  As Bryan has mentioned this is a 'PBP/tri' Fett,  most are darker belts that can either be unpainted/painted knee &/or dart.  The lighter brown belt version is always painted knee & unpainted dart like all other 'normal' Fetts.  It is NOT a Lili Ledy (again as Bryan mentioned Ledy is a darker blue plastic),  the price should not be more than a few hundred dollars as an 'oddity'. Ledy & PBP share moulds so you can not determine the origin from the leg markings alone.
