Boba Fett with painted green chest. Figure also has a very sloppy paint job as seen by the photos. Would this be the Poch/PBP variant?

Boba Fett with bubbles along both legs. Bubble also appears on knee. Hard to make out from the photos but the right leg of the figure is quite grainy. Does this appear to be the bubble fett variant, and if so, is he the PBP variation? This may seem like a dumb question as I have just begun collecting, but do all PBP figures have scarred COOS? Likewise, does a scarred COO necessarily make a figure PBP? In other words, can a figure have a scarred COO and not be PBP? Any insight would be very helpful. Thanks kindly.
