That's easy, that is a piece of paper towel with a yet unidentified toy piece on top.

My guess is that it is from a modern toy line - if it was from a older toy line there would have been more of a chance I would recognize it

It's about the length of the Gam Axe. It looks (as others have subtly mentioned) like a penis. I think wherever it goes is affixed. It's not a rocket or anything

I have seen it before just can't remember exactly but I know from the look of it that it is a helicopter rotor mast for action figures.
