Anyone got a good (or bad) guess on who the Head Man was supposed to be?

The shield makes me confused. The ONLY shield character that comes to mind would be the concept troopers, but maybe I'm not thinking hard enough.

SB products already produced a copy of the emperors royal guard for their UZAY line. They came up with a creative way to branch out their figure line with this unique character at minimum cost since they could reuse the molds created for the ERG and not have to copy a different figure and go through the expense of creating new molds. This process was repeated with the snowtrooper and Blue Stars.
I don't think they were supposed to be anyone in particular, by the name, it does give off the impressions that he may be the head ERG

If I remember correctly Head Man was supposedly an "Executioner" type character. Totally made up by a Turk with imagination
